Victoria B.C: British Columbia Steelhead

Hi guys, I am going to be in Victoria B.C (British Columbia) Late January early February and was wondering what the fishing is like on the island or the mainland. Will the steelhead be running? I will only get one shot (its a work trip) so I was wondering after the enormous amount of snow and rain they have had, do you think anything will be hitting? I am willing to put some miles on to get there. If the steelies are hitting does anyone think swinging spey flies will be productive? I have tied a bunch of them but had not really anticipated being in that part of the country at this time of year thanks for any help
